Imagine one day, you would like to buy a car.  You have the money to make the purchase, but before you do so, you are required to call a state agency, that will tell you more about your options.  Maybe it's fixing your car, maybe it's buying a less expensive one, or maybe that new car is the right choice.

Seems like a lot of work to go through for a purchase that you've already made the decision to buy.
